Naval Observatory Master Clock Facility
The Alliance Team developed a DD Form 1391 for the construction of a new Master Clock Facility and renovation of four facilities and upgrades to supporting infrastructure and equipment, at the Naval Observatory Center in Washington, D.C. The Naval Observatory provides astronomical data, products, and serves as the official source of time for the Department of Defense. An extensive Building Facility Requirements and programming analysis, DD Form 1391, and risk-level analysis was developed for this project.
Challenges
The design of the facility, infrastructure requirements, and equipment upgrades at existing Time Services Buildings had to adhere to historic elements and functionality requirements at the Naval Observatory Center. Numerous force protection, power, and communication vulnerabilities at operational facilities added obstacles that the Alliance team accounted for and successfully worked with.
