Naval Weapons Station (NAWS)
China Lake Recovery Effort
In support of the DoD and U.S. Navy, Alliance as a subcontractor to Jacobs Engineering, provided services for 12 Programming Documentation at Naval Air Weapons Station China Lake, CA. In July 2019, Naval Air Weapons Station China Lake was hit by an earthquake that caused significant damage. Many facilities were rendered uninhabitable and unable to meet mission requirements. Alliance was tasked to facilitate the planning, programming, requirements analysis and DD Form 1391 (DD1391) development documentation in support of future MILCON procedures. The project team included master planners, cost engineers, civil engineers, risk analysts and schedulers who conducted 12 separate planning charrettes. Hundreds of stakeholders were involved in the planning charrettes and developed separate requirements analyses, reviewed TDAs and MTOEs. The team conducted user interviews to capture force structure requirements, utilized space planning criteria to develop the space requirements and unique mission equipment.
